After assimilating the Western culture, Japan moved to be one of the countries that would experience rapid growth and expansion. In that period, the country experienced rapid growth and expansion. The industries were mainly export-driven. In the 20s the liberal voting rights were granted. However, in the 30s prior to the World War II, all this changed. There was form of government, the ultranatinalists who took power. They restricted voting freedoms, freedoms of association and rights of citizens like sovereignty.

Democratic participation grew in japan through human rights and knowledge of freedom. For example all adult men gained the right to vote, they gained greater democratic freedoms but it was limited by the zaibatsu (group of powerful businessmen) who manipulated politics to favor their interests.

The <u>Exclusion Act of 1882</u> is considered by many historians to be the first <u>explicit</u> exclusionary immigration restriction made to one particular nationality in its entirety. Immigration of chinese laborers was prohibited right then. This was largely the result of racial prejudice from the American people and their authorities.
