The passage mentions that the president is willing to ask the Congress for as much power as he would have in times of war, and as wartime is exceptional by its nature (war effort, a nation gathering together and doing everything possible) the passage means that exceptional measure must be taken to tackle the crisis.


The passage <em>The president and Congress do not agree on how to resolve the economic crisis </em>shows no evidence: <em>. </em>If the president is going to ask the Congress, we still don't know if they agree or not.

As it is stated that he will ask the Congress the option -<em> The president will take critical actions without consulting Congress.</em> is nullified.

The passage implicitly compares the current crisis with times of war, not worse than it, so that is why the option -<em> The president believes the current economic situation is worse than war</em>. does not hold.
