I want to say the answer is B The freezing temperature of water. 

The reason being, is many people know, the freezing temp, or around it, without having to look it up. So its known as "common knowledge".

In order for a newspaper to publish something from another source, they must give credit to the one who said, came up with it ect.

A copyrighted blue print, is copyrighted so right there it has the credit of the one who did it somewhere on there.

the opinion of a citizen even if it is not specific who was to say it, they must publish their words to "citizen" in general.
