If the person conducting the survey wants a good random sample then they should take opinions from a broad audience, including people from different backgrounds, races, ages, cultures etc. In this case, the people that are not on the call registry most likely have a common trait that would explain why they're not in there (ie. they're too young to be eligible to be in the call registry, they are too old to be on the call registry, etc).
