Okay, so this person wants to create a utopia, which is a perfect version of the world we live in. So, the economy is sustainable and equitable, lifestyle is carefree and friendly, so values also have to be good and desirable. Therefore I'd say the correct answer is generosity and fairness because those are values everyone wants to have or should have, at least.
