I would say b because you should have a healthy balance between quotes and your own thoughts in your papers.

Answer:

the closest answer would be C

as there should be a healthy amount of quotes in your paper, however half of your paper just being quotations, isn't original and would turn the reader off as it is your paper, and should contain the information in your own words, rather than just restating everything in quotes
