It depends on the location of the place and how populated it is
Reasons
1) the lack of an effective central government means there is nowhere for the somali people to turn for aid
2) the country dry climate makes it nearly impossible to grow enough food to feed all of the somali people
3) constant clan warfare deprive the somali people of the goods and services they need to acquire the basic necessities for life

AgainstMost of the funds get into a few african elites hands anyway Redirecting tax payers money into other nation is morally wrong.It defeats the essence of rationality, as the country gets little benefit by giving out the aid.
