Most academic and scientific research requires a Peer review to validate the methodology and outcomes of the study or experiment. This is more so true if the research is being conducted on human subjects.

However, in some cases a study or research might be "Exempt' from Review.

This is true if there is no risk or at the most very minimal risk to the subject involved in the study. Also, anyone involved in the study should conform to the categories laid out in the section 45 CFR 46 by the Office for Human Research Protections.

On top of all this, the research should be conducted to maintain the privacy of participants.

Anyone conducting such a study has the option to subject their case and get an exemption.
