This is a real story: This passage is about an emperor that just wants his empire to be in good hands when picking a successor. The emperor will determine the right successor by testing their capabilities by giving each of them a seed to grow, which will be returned next year with what they have grown. A young man named Ling saw no sign of life after caring for the plant for three weeks. However, the other young people in the empire boasted of their seeds’ progress. When the day arrived to bring the plants back for inspection, Ling had no choice but to go empty-handed. The emperor chose Ling to be the successor because llttle did they know that the emperor boiled the seeds earlier, so that they would never grow. It’s clear that when the seeds would not grow, you substituted a different seed for the one the emperor gave you. Ling was the only one with the courage to be honest, thus he is the brand-new emperor.

If you remember he used his status to accuse people of witchcraft and then would buy those people's land once they were executed. Depending on where one might stand politically some would see Obama as using his power for bad.
