Because essentially these groups who exert the lobbying activity represent the interests and ideas of the public, or at least a part of the public, their task becomes one of educating and also informing lawmakers on the will of the people, and the interests of the people. In this way, final laws come taking into account, as well, the needs of the public whose voices may not be heard otherwise, unless it were election time.
