Of course, the tax was still difficult to collect, but the people at least knew that they couldn't just pick up arms and easily oppose what they wanted.
EMpires used trade for all sorts of reasons a few were to get and sell goods. Another was to exchange information and news. This also connected people far and wide from the main part of the empire. It was easier to rule empires when trade was established

He was the third king of the Achaemenid Empire, and was known as the most famous and the most successful of all Persian leaders. He loved his people and wanted to give them everything he could, so he built and intricate web of roads.
Truthfully life itself is special. We live because others want us to, and we want them to live along with us. We live because we have hope, and want to see what happens next.
