(1) the substantive conditions for the validity of a marriage shall be governed by the law of each of the spouses at the time of the marriage was contracted.

(2) with regard to the from, a marriage between aliens or between a national an alien shall be deemed valid if it is contracted in accordance with the rules of the country in which it took place, of if the rules laid down by the law of each of the spouses have been observed.
