it seems to be that they want us to solve for x in firsr equation

x+1/9y=11
minus 1/9y from both sides
x=11-1/9y

sub 11-1/9y for x in other equation

18(11-1/9y)+2y=90
distribute
198-2y+2y=90
198=90
false

therefor there is no solution
(if we were to graph them they would be paraalell, if we rewrote them,they look like this: 18x+2y=192 and 18x+2y=90, obviously, there is no solution)
