<span>Prior to Julius Caesar, tax collection was tendered to private tax collectors who practiced tax farming. They lined their pockets through extortion. Caesar restored an older system of getting the cities to collect the taxes themselves. Augustus, instead created a paid professional tax-collecting imperial bureaucracy under his direct control. This decreased corruption in tax collecting. </span>
