Correlation is not causation is my immediate reaction.

To be more in depth, this is a silly oversimplification that ignores increased use of drugs and the general problems that go along with the war on drugs.

Sure enough, Adams planned to take the meeting to make the common declaration of the Monroe Doctrine from other American countries and to develop trade treaties for the United States . Nevertheless, the United States did not accomplish to reach its goals at the meeting of Panama  .
