The Articles of Confederation created a national government composed of a Congress, which had the power to declare war, appoint military officers, sign treaties, make alliances, appoint foreign ambassadors, and manage relations with Indians

The Articles of Confederation, the document outlined how the U.S. would be governed prior to the constitution, which was written in 1775 on the principle of individual state independence and no power was given to the central government. The Articles outlined a loose alliance of the sovereign states rather than a country, since the central government could not charge or collect taxes, the Constitution was chosen in 1787.
