Military might are the first to responds in regards of this issues like terrorism. So in the aspect of the psychological respond of the military, sometimes they will warn people in a manner that they would not produce panic in a certain area or country but in a way that is brief and informative that would give hope to the public that their safe. In a political manner  they respond by acknowledging in accordance to the law and morale outrage in how terroris acts
