For the first question, limited omniscient point of view is when the reader knows the thoughts of one character but not all. In the passage, the readers knows both the feelings of John and Mom. One of their thoughts would have to be eliminated if this was to be written in limited omniscient point of view. Some of these can also be eliminated because the reader currently has no idea what either of them are wearing, so these options are immediately wrong. You can't miss something that isn't there.

For the second question, the falling action is what takes place after the climax. The Creon's discovery that Antigone has hanged herself leaves the story with very little resolution because he is unable to release her since she has already died. The climax being that Antigone is thrown into jail after burying her brother.
