How do American citizens exercise popular sovereignty?

Popular sovereignty is the concept that all power is ultimately derived from the people. This means that every time you vote or express an opinion to a local leader/ politician, you are shaping the way this country is run. The problem? Old while men are the ones with free time on their hands, so they are the ones going out to vote and becoming/ influencing politicians, which makes the national vote a reflection of- not the actual public's opinion, no- but  instead the opinions of those who have lots of free time on their hands... (*cough, cough* <em>white nationalists)</em>

Americans express popular sovereignty every day... kind of.

It was important that civil service positions were not hereditary so that officials would be well-qualified. The fear was that if these positions were hereditary or inherited by a parent then officials would not really qualify for the position they inherited. There would be no requirements to serve except that their parent was previously an official. By not allowing this officials would be required to qualify on their merits and not based on who they were related too. Thus better and more qualified officials would exist. The answer is A) so officials would be well-qualified.

While drunk driving is also a destructive decision they changed their name to encompass all bad decisions. They wanted to send a message of a bigger picture and teach people how to make good decisions that were not only tied to being drunk or sober. They wanted to start talking about all the bad decisions we make and how to avoid making them and to start taking responsibility for the actions that we do.
