It was a plan to urbanize the zone of what today is Washington D.C. and was designed by a close man of United States President George Washington.  His name was Pierre L'Enfant. He suggested that the new capital of the country could be located next to the Potomac River for the many advantages it generated for trade and as a means of transportation.

L'Enfant was a French architect that had known Washington during the years of the Continental Army that fought against the British troops during the Revolutionary War.
