The answer to this question is that as per the previous system, and seeing as the U.S Supreme Court, the only Court with both appellate and trial jurisdiction, was overcome, and overwhelmed with the number of appeals sent to them every year, Congress decided to move and reform the middle tier of the judicial system. Thus, in order to help the Supreme Court bear the brunt of the appeal cases that needed to reviewed for final decision, Congress created the U.S Court of Appeals for the Federal Circuit, in 1982, by fusing both the Court of Claims and the Court of Customs and Patent Appeals. This new Court, formed by 12 judges, has jurisdiction over the district courts nationwide regarding cases involved with the Little Tucker Act, and those on patent laws, among other many cases.

This plan disgruntled large populous states, as they believed they needed more votes to reflect their larger populations, while the smaller states supported it, because their voice was on par and not silenced by the larger states.

The plan was replaced by the New Jersey Plan, which instituted two branches, the Senate, and the House of Representative, which compromised between the two ideas. In the Senate, each state only gets 2 votes, while in the House of Representatives, the number of seats given to each state is based on the amount of population each state has. States can lose or gain seats based on population shifts, and census is taken every 10 years for this.

The Bill of Rights was added to the Constitution because Anti-Federalists believed that they were needed in order to protect the citizens.

The Federalists were in favor of the Constitution, they felt that the Articles of Confederation was too weak and was ultimately harming the country. They wanted to ratify the Constitution, which gave power to the national government, as under the Articles the government was very weak.

The Anti-Federalists opposed the Constitution, they felt that the Articles of Confederation was fine for the country. They preferred a weak national government, as they had just broken free of British rule and were afraid of tyranny. They argued that if the Constitution was going to be ratified, there needed to be a Bill of Rights added.

While the Federalists didn't necessarily think a Bill of Rights was needed, they wanted the Anti-Federalists to agree with them, so the Bill of Rights was added to the Constitution.

I feel like everyone can agree with the decision to add a Bill of Rights. They are very important in protecting our rights and preventing the government from abusing its power on the people. They are our natural rights and it is important that they are secured.
