Upon reading, it seems the question is asking what the charge would be, in this case it would have to be C, civil court as breach of contract. The plaintiff didn't abide by the contract(if there was one), and the charges are his defense against the breach of contract charge. He was there to do a job and never completed it. The only problem with this is, we do not know if the plaintiff signed a contract with the defendant or not.
