So I'm not sure what you mean by "Hispanic countries" but I'll take it you mean countries within South America. It could be the lack of high-paying jobs or perhaps the long history of countries conquering South American countries. There's a lot of possible reason why "Hispanic countries" could be poor but maybe you could ask something more specific?
