When the economy collapsed (Great Depression), government revenue fell over 50% which made politicians need to find new legal revenue sources, and taxing the liquor industry was an answer to their desperate needs.

The Republican party ruled the White House back then until Franklin Roosevelt won in 1932. By December 1933, the 18th Amendment had been formally repealed.
