The President must approve it

Explanation:

If a bill is made, then the President must approve it and sign the bill thus making it a law. If the President doesn't want the bill made, then it's vetoed, meaning that if the President doesn't sign it, then it goes back to the House (Senate) It will still become a law if 2/3 of the House agree.
