The states are:

<u>Southeast:</u> Alabama, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina,  Tennessee and Virginia (9)

<u>West: </u>Nevada, Utah, Arizona (3)

<u>Northeast: </u>None

<u>Midwest: </u>Missouri and Illinois (2)

Additionally Oklahoma in the Southwest didn't ratify the Amendment.
