It was the Civil rights Act of 1866 that was passed by Congress to protect the voting rights of blacks in the South, although it wasn’t very effective, because it couldn't be enforced.

at colonization by European countries on lands in North and South America will
be viewed as an act of aggression by the U.S. government and will be a cause
for intervention.
So that there isn’t one department that is lacking.. with all the departments everything can be handled successfully.
