In the political system of the United System, the concept of checks and balances helps the country to have a real balance of power in which none of the branches is over the other. That is why the United States President has to address Congress. The President delivers his State of the Union speech every year, now known as the "State of the Union Adress." In Article II, Section 3, Clause 1, the US Constitution indicates that from time to time, the President should inform Congress about the state of the Union.
