I can help with some of the these but it looks like some of the answers may be specific too your text...

3) a fixed expense never changes amounts. My straight talk phone uses the 45 dollar plan and that's the only one I ever but, so it is a fixed expense in my budget. my truck payment never changes..fixed expense. rent never changes...fixed expense. nope think of electricity... in the spring when it's nice and cool outside i raise the windows. but when summer gets here I have to close them and run the air conditioner. this the electric bill varies, sometimes greatly, it is called a variable expense. I'm sure you can think of others.

5). it's a command from God. Malachi 3, 8-18 Will a man rob God? Yet ye have robbed me. And you all Wherein have I robbed God? in your tithes and offerings. that's of the top of my head, there are plenty others. BTW, my wife and I ALWAYS budget tithes, offerings, church building project pledge, and missions pledges FIRST. it is very important.

8) public utilities included electricity, water, roads, sewer, city sponsored trash pickup (but not private), etc.

Good Luck with it!
