There’s so many Spanish places names in Texas today due to Spain owning Texas, and then after Mexico’s war of independence, Mexico owned Texas. Both are Spanish-speaking countries which is why today there is so many Spanish names for places.

By the 1960's *most* of the rights in the BoR were "absorbed" into the 14th.
