Also, states’ rights proponents have succeeded in limiting federal power through legislative action, executive prerogative, or constitutional interpretation by the courts. A theoretical pillar of the United States Constitution is the idea of checks and balances between the powers and responsibilities of the three branches of American government.

The federal government wasn't allowed to collect taxes, resulting in them not being able to pay off national debt. They couldn't set a national monetary system or create a national court system. There was no national military, so each state basically functioned as it's own little country.
