Answer:

Government regulations are established when a problem that may be detrimental to universal health or national security is found. Take for example, the <em>Federal Bureau of Investigation</em>, that regulates security in the public, and take note and act upon any suspects that can be hazardous to the people.

So where there is a public problem, the government will help to solve and prevent any future problems of it (to the best of it's ability of course.)
