Poetry especially is designed to create an emotional response. This is because poetry often uses the most concise language possible to not only convey it's subject but also the speaker's feelings toward the subject.

In fact, free verse poetry is poetry that follows no structure at all. It has no rhyming pattern, no meter, and no structure.

Some poems contain none of these types of figurative language while other poems are an extended metaphor in themselves.

This is just one form of poetry, but it can not be applied to all poetry. Meter is the pattern of stressed and unstressed syllables within a line of poetry. Shakespeare often wrote his poetry in iambic pentameter. This is a pattern of 10 syllables per line of poetry alternating stressed and unstressed syllables.
