The correct answer is - China.

China is the biggest country in East Asia, and it has very diverse climates and landscapes. part of its western half is dominated by desert and semi-arid areas. With the climate changes that are taking place, the semi-arid areas are moving on places that were dominated by grasslands and forests, while the desert is moving on the places where the semi-arid areas were. This process is continuously going on for several decades now, and urgent measures need to be taken in order for the desertification to be stopped. Some Chinese students though may be able to do it and reverse this process, as they started to perform successful planting and raising of plants in the Gobi desert in the northern part of the country, so if given the resources they may help in the western part as well.
