<em>According to Locke, the government was formed when a group of people come together and form a community to help each other.</em> He says that before the Government was formed people had freedom of life, liberty and property.

He says that when people live under the government which was formed for the <em>benefit of people, the government start subjecting to authority over everything under the goodwill of helping the people of the society</em>.

As soon as the new community was formed, there were segregation of powers and authority among the people of community. <em>Leaders were chosen and believed themselves superior from the public.</em>
