Because astrologers don't use tools , don't observe the planet.

Answer:

Astrologers do not use methods that are accepted as a scientifical at this moment. I mean, methods that give us enough controll over the variables, eg, we cannot proove that person's agression is connected or caused by his/her Mars placement, and not by the environment, family agression, mental disorder etc.
