Answer:I think that most of the claims listed above could be argued well with specific evidence from Thoreau's essay, but I would be a little suspicious of one of the claims and downright skeptical about another one. To me, Thoreau seems disturbed by the emphasis on technological "improvements" in his day, such as the telegraph and railroad, but does he really believe that technology is the "primary cause of distress"? Right now, I really don't know, so I would wait to see how well the writer could support this interpretation before I would make up my mind

The hate speech must be limited to preserve the sanctity of law and order, to uphold the constituional rights of citizen and to maintain social justice.

Hate speech has been on the rise following the growth of radical section in the society, the rise of fundamentalism, growing popularity of right-wing in political discourse and the general decline of tolerance.

Hate speech has once and again proved detrimental to our modern humanely values and needs to be controlled. Hate speech-

Goes against the law of the land- All the modern democracies have maintained adequate law and order to provide people with a conducive place to live in. However, hate speech disturbs this environment and attempts at creating chaos, riot and other disruptions.  

Upholding constitutional values- Each modern country has a constitution which grants certain rights to its citizen. These rights are violated during hate speech. E.g. Hate speech often targets minority section which often results in harm to them thus violating their right to life as provided for in American and Indian Constitution.

Degrades social justice- Social justice is often hampered with the rise in hate speech crimes. Without adequate social justice perpetuating citizens, popular discontent can brew amongst a section of citizen regarding the inefficiency of the government in controlling such acts detrimental to the national interest.
