Over time things change and laws must be adjusted to fit the rising conflicts or changes being instated by the legislative system and brought upon by the people. If there wasn't a system that would allow laws to be amended, then there would mass conflict and problems in regards to the freedom of the people, because it rests within the laws that are being created and instated upon them.
