I advise to address NATO (he North Atlantic Treaty Organization) on the issue of framing the peace treaty with Cuba, with the aim of elimination harm caused with Mexico and Cuba, which represents a specific kind of a diplomacy or one of the possible ways the USA can deal with the problem.
