To disenfranchise means to take away a person's right to vote.  This was always an issue with African Americans during the Reconstruction.  The Southern Democrats were worried that giving the African Americans the right to vote would encourage their participation in politics, which would in turn challenge their political strategies and policies.  The Democrats did everything they could to prevent black men from registering to vote despite the fact that the 15th Amendment gave them suffrage.

The Supreme Court is the highest court within the State, and therefore it is the court in charge of final appeals. It is represented by seven Justices, which are presided by the Chief Justice.The main duty of the Supreme Court is to decide on questions of law, mostly that come from civil actions and criminal trials. The Justices, after reflecting on the questions that have been brought up, present an issue with their opinion on the matter, and deciding whether the decision made by the lower court is valid or not.
