The Tenth Amendment says that anything not noted by the federal or state government is left to local governments or the people to decide. The Nineteenth Amendment says that you cannot be denied the right to vote based on gender. 

These connect because before the 19th Amendment was passed, there was no laws prohibiting women from being banned solely for being women (10th Amendment). After the 19th amendment was ratified, women were given these rights. If you want to know more, search for "US Women's Suffrage Movement".
