I do not think that this sentence is grammatically correct. But anyway..... I think that the answer would be PASSIVE, because it sounds passive it makes the most sense. The reason it is PASSIVE because you had no way of knowing the Olympic swimmer if it were active.

While I don’t think this is grammatically correct, the presence of ‘win’ shows that the verb is active, meaning it’s present tense, rather than passive, or past tense.
