In April 1928, the government formed the National War Labor Board. This was important so that union workers would not be able to strike and hinder the production of a plant that was used to make war items.

However, the labor board was not against the workers. They made it a rule that the workers had an eight hour work day and equal pay for all women. Women were the majority of the work force since the men were at war. During the war, the union members added more than one million new members. The board disbanded six months after World War 1 had ended.
