The Fourteen Points is the name given to a number of proposals that President Woodrow Wilson made in a speech to the Congress on January 8, 1918 to end World War I. The United States fought on the Entente side during the war, but did not consider themselves bound by agreements made by the Allies (in particular France, Great Britain and Italy) about their war objectives. Wilson hoped to impose a fair and lasting peace with the Fourteen Points. The emphasis of the fourteen points was on the right of peoples to self-determination and the founding of a League of Nations.

You’re right, it’s anti fed. The Anti-Federalists were afraid of the Law being too strong and abusing them. They needed a compromise, which was the Bill of Rights.
