When we were under the AOC, they wrote it so that the state governments had all the power, while the Federal government had very little. Since they were afraid of a tyrannical figure ruling over them, they made it so that there was no executive branch. Only a legislative branch. Because of this, they could make all the laws they wanted but no one could make the states follow them.

Well, the big issue in those years was that the Articles of Confederation -the first form of Constitution in the United States- left a weak central government that was very limited. It only could manage the post office and deal with the Native American Indian tribe's issues, among other minor things. The states remained sovereign and had more power. The states could collect money through taxation. And if the central government needed money, it had to ask for it from the states.

The risk was major and the government realized this with the incidents of the Shay Rebellion in Massachusetts. The central government could not raise an army, and the Shay Rebellion was a tough lesson to learn.

That is why the delegates of the states participated in the Constitutional Convention of Philadelphia, Pennsylvania, during the summer of 1787, to create a new form of government based in a new Constitution.

The word Vietnam is derived from two Chinese words meaning "the Viet kin in the South". Yet the degree to which Vietnam preserved a distinct identity and maintained separate traditions should also be noted. During the 1st and 2nd Indochinese Wars, Vietnam grew closer to PR of China and received some funding, material, and advisors from the PRC. However, war with China in 1979 renewed hostilities. the reason why Vietnam and china are close because is that they are both communism country, there isn't much comminusim country left in the world
