When we want to summarize plot events there all the options mentioned are important. However, not all of them fit in the second step. It is important to identify main events and characters but that is something that should be done first, to have a general idea of the text. Setting and characters are also important but those should be studied in particular if a deeper research or summary is necessary. Finally, think about the events in a specific section refers to that, to a specific section and not the complete text, which is the idea of the question. That is why explaining the story on your own words is correct as a second step, right after identifying main events and characteristics.
