It is important to identify main events and characters but that is something that should be done first, to have a general idea of the text. Setting and characters are also important but those should be studied in particular if a deeper research or summary is necessary. Finally, think about the events in a specific section refers to that, to a specific section and not the complete text, which is the idea of the question. That is why explaining the story on your own words is correct as a second step, right after identifying main events and characteristics.
