   He called a meeting of the Estates General because the French government was having financial problems.

Explanation:

   The estates involved the First estate (the clergy) the Second estate (the nobility) and the Third estate (peasants, bourgeoisie, and the working class). The issue was money, the poor (Third Estate) was not being payed enough and still had to pay taxes while the rich (First and Second Estates) did not have to pay taxes and we're spending too much money.
