C is 30 because first you replace b for 7.
C=2(7)+ 4(7-3)
after that you would subtract 7 and 3 .
C= 2(7) + 4(4)
next, you multiply the sides
c= 14+ 16
after adding the remaining numbers together, you get the answer of 30 as C
