I need help, I want to write a short story, but where do I start? I almost always try for a vivid scene to peak interest, but I

am not sure if that is best, can anyone help?

Within the first 1-3 paragraphs (depending on how lon your story is going to be,) you need to give your readers a general idea of what the story is going to be about and somewhere within those 1-3 pharagraphs, I recommend giving some minor details about the character such as sandy blonde hair, their name, etc. You need to get people intrigued so they'll read the rest.
