It really depends on where in the north west you are. In and around Maine, it's normally pretty cold; even in the summer (at least where I live) but in Rhode Island, Massachusetts, New York, etc. I'm pretty sure it isn't always cold. In the summer, the thermometer can reach up to 110 degrees, but the temperature can lower all the way down to -45 degrees and possibly lower.
